What is the Image sizes for making gifs ?

200x200 for item and monster pics, 400(wide)x200(tall) for location, travel, and working pics. I hope I'm right since I did some new pics just a few weeks ago for the ice monsters

That is correct, and max 20px tall for any emote images

I will also note than when you use the automated upload form it will size things appropriately automatically so you don't necessarily need to worry about the size too much if you're not doing other editing and the autocrop gets the right part of the image (it goes for the center automatically if it has to change the aspect ratio).
