Add Random Blurb

This is the block of text that shows up at the top of the home page/login page and randomly in towns when arriving. There can be multiple blocks in the system, they are chosen randomly with frequency based on priority. Messages without a clear purpose for the whole community will not be accepted for the main page, but short-term personal memorials or inside jokes will be allowed on town pages as long as they are appropriate for all ages.
