This is a comprehensive guide to woodcutting based on _my_ personal experience.

Levels
1–9
Rissdra – The only place for beginning woodcutters. Until you reach character level 10. Random attacks will occur if Glazed Swordfish are consumed.(assuming you are a noob when you begin)
If you are already character level 10 and at least w/c lvl 5 then you may want to consider these options:
Sepas: Odtoni citizenship is required to cut here as well as woodcutting level 5.
Cythe: Erfdarian citizenship is required to chop here as well as w/c level 5 (this is an assumption on my part considering the other forests available)
Hevalus Jungle – Another level 5 forest to consider. No nationality requirements.
All three of these forests share the same amount of exp per chop. The main difference you will find is bonus drops. If you are considering one of these forests I suggest Sepas, as you will get redberries. If you want to chose a path that will help in combat then you will want Cythe. This way if you chose to train combat you will be closer to bulbas which is the next stop after moskim.
That being said...
Moskim – Usually this is the second spot you will venture to in your woodcutting adventure. You need w/c lvl 10 to cut here and Faldorian citizenship(default for all beginners)
-In Moskim you will receive the same amount of exp as in Cythe, Sepas, and HJ. Sepas however is the only jungle that will match moskim in log drops, moskim also provides pears which drop more readily then berries.
